ENJOINING ALL HEADS OF DEPARTMENTS, BUREAUS AND OFFICES, INCLUDING GOVERNMENT OWNED OR CONTROLLED CORPORATIONS TO EXTEND THEIR FULL COOPERATION AND ASSISTANCE IN THE RE-STUDY OF FOREIGN SCHOLARSHIP TRAINING PROGRAMS.
This Office is now in the process of making a re-study of the various foreign scholarships/training programs being availed of by the various agencies of the government, with the end in view of attaining maximum utilization of these programs to support the government manpower development efforts, to encourage the development of local scholarship and training resources ad to save on the outflow of precious dollars.
In order, therefore, to provide this Office with baseline information and data which are needed in the formulation of pertinent government policies on the matter, all heads of departments, bureaus and offices, including government owned or controlled corporations, are hereby enjoined to require all personnel concerned in their respective offices to accomplish not later than February 28, 1978, and to provide other information that may be useful or needed in connection with this study.
