MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1038, January 19, 1978 ] REQUIRING ALL HEADS OF DEPARTMENTS, BUREAUS AND AGENCIES OF THE GOVERNMENT TO SUBMIT TO THE COMMITTEE ON THE REVISION OF THE REVISED ADMINISTRATIVE CODE AT THE UNIVERSITY OF THE PHILIPPINES LAW CENTER THEIR RESPECTIVE ORGANIZATIONAL CHARTS, FUNCTIONS AND MANNER OF OPERATIONS AND THEIR BASES THEREOF. In connection with the final drafting of the Revised Administrative Code, all heads of departments, bureaus and agencies of the Government are hereby directed to submit to the Committee on the Revision of the Revised Administrative Code at the University of the Philippines Law Center not later than January 31, 1978, their respective organizational charts, duties and functions and manner of operations, and the basic laws, decrees, letter of Instructions and/or implementations and other presidential issuances as the source of their authority. Their failure to comply with this Circular will force the Committee to use whatever material it has in its possession for the definition of their respective functions and duties.
