MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1035, January 17, 1978 ] AMENDING MEMORANDUM CIRCULAR NO. 1013 OF THIS OFFICE DATED OCTOBER 20, 1977, CONSIDERING THE SERVICES RENDERED BY PUBLIC SCHOOL TEACHERS DEPUTIZED BY THE COMMISSION ON ELECTIONS EQUIVALENT TO RURAL SERVICE. The last paragraph of Memorandum Circular No. 1013 of this Office dated October 20, 1977, is hereby amended so as to read as follows: “WHEREFORE, services of public school teachers, deputized by the Commission on Elections in the registration of voters and during elections, referenda or plebiscites, shall be considered full compliance with the annual 15-day rural service required under Letter of Instructions No. 559 establishing the PAGLILINGKOD: BAGONG LIPUNAN Program; Provided, however, that in the event that these services during any given year exceed 15 days the excess shall be considered as voluntary service of the public school teacher”.
