MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1034, January 17, 1978 ] ESTABLISHING A FUTURE LEADERS INTERNSHIP PROGRAM TO IMPLEMENT THE PROVISIONS OF LETTER OF INSTRUCTIONS NO. 628. Letter of Instructions No. 628 issued by the President on November 18, 1977 provides that the upper 50% of the graduates of the First Future Leaders Program will be assigned to Career Executive Service Officers at both national and regional levels as part of their continuing training for leadership. To implement this requirement, the Future Leaders Internship Program herewith attached is instituted. All heads of departments, bureaus, and agencies including; local governments and government-owned and controlled corporations are hereby urged to assist and support this program. This Program shall embrace future graduates of the continuing series of the Future Leaders Program sponsored by the Civil Service Commission to provide incentive to the young people in the government to develop careers and realize their potential for leadership.
