MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1031, January 12, 1978 ] REQUIRING THE ATTENDANCE AND URGING PARTICIPATION OF GOVERNMENT OFFICIALS AND EMPLOYEES IN THE METROPOLITAN MANILA AREA IN THE OPENING CEREMONIES OF THE 1978 ATHLETIC SEASON OF THE INTER-DEPARTMENT EMPLOYEES’ ATHLETIC LEAGUE (IDEAL) In line with President’s program propagating sports as a means to attain physical and mental fitness, the Inter-Department Employees’ Athletic League (IDEAL) will launch its 1978 athletic season with appropriate opening ceremonies on Rizal Memorial Track and Field Stadium, Metropolitan Manila. The occasion will also signal the start of the year-round athletic competitions. All heads of departments and chiefs of bureaus and offices, including constitutional offices which are members of the league, are hereby enjoined to authorize as many employees as may be excused on official time to attend the said opening ceremonies.1aшphi1 Participating athletes, officials and employees of the league shall be entitled to necessary transportation expenses and reasonable allowances not exceeding ?35.00 per day, for actual participation in the opening ceremonies and in the athletic tournaments during the 1978 athletic year, chargeable against the funds of their respective Departments or offices, subject to the availability of funds and the usual accounting and auditing requirements. All officials and employees concerned are hereby directed to give their full support and actively participate in the said program. Strict compliance with this Circular is hereby enjoined.
