MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 995, July 20, 1977 ] AUTHORIZING THE ATTENDANCE IN THE REGIONAL CONFERENCES TO BE CONDUCTED BY THE COMMUNITY CHESTS AND COUNCILS OF THE PHILIPPINES, INC. The Community Chests and Councils of the Philippines, Inc. will hold regional conferences for Community Chest Volunteers and Staff in Lucena City on July 25-24, 1977, for Southern Tagalog and Bicol provinces; Cebu City on September 17-18, 1977, for Visayan provinces; and Cotabato City on November 5-6, 1977, for Mindanao, Basilan, Sulu and Tawi-Tawi. The discussion in these conferences will center on the promotion of greater efforts in social welfare and community development by volunteers of the Community Chest.1aшphi1 The attendance of government officials, both national and local, who are civic leaders of the Community Chest in the said conferences is hereby authorized on official time with reasonable expenses for transportation, subsistence and lodging, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.
