AMENDING MEMORANDUM CIRCULAR NO. 989, ENTITLED: “REQUIRING ALL OFFICIALS AND EMPLOYEES OF THE GOVERNMENT TO ACCOMPLISH THE PERSONAL DATA SHEET FOR THE PAGLILINGKOD: BAGONG LIPUNAN PROGRAM.”
Memorandum Circular No. 989 dated June 30, 1977, is hereby amended to include the following:
1. Officials and employees may choose a date starting September 1, 1977 for purposes of the PAGLILINGKOD: BAGONG LIPUNAN Program.
2. During the initial phase of the program, officials and employees working with the central offices of the national government departments, bureaus and offices, are given preference to serve in a baranggay in their own hometown, it being expected that because of their familiarity with the region and with the people, they will be more effective in attaining the objectives of the program besides minimizing expenses. Officials and employees working in the regions, whether national or local, shall serve in these regions.
3. Only the Metro Manila area, Region IV, shall be excluded from selection as to region. Areas in Region IV-A are therefore open for selection.1aшphi1
4. In submitting the Personal Data Sheet (Form No. 1) to the National Secretariat of the PAGLILINGKOD): BAGONG LIPUNAN located at the 9th Floor of the Ablaza Building (formerly the Civil Service Commission Bldg.), Eulogio Rodriguez Avenue, Quezon City, a tabulation thereof should also be submitted in duplicate in the form (Form No. 1-A) hereto attached.
