[ Memorandum Circular No. 972, March 23, 1977 ]

ENJOINING ALL HEADS OF BUREAUS, OFFICES, AGENCIES OF THE GOVERNMENT, PROVINCIAL AND LOCAL OFFICES, TO IMPLEMENT PROCLAMATION NO. 1609 DECLARING EVERY 6TH OF JANUARY AS “ARAW BALIKATAN”.

Under Proclamation No. 1609 dated January 5, 1977, the President has declared every January 6th as “Araw Balikatan” under the auspices of the National Commission on the Role of Filipino Women to encourage all sectors of society to work shoulder to shoulder from the planning to the implementing stages in the task of nation building.

In this connection, and to realize the above objective, the heads of bureaus, agencies of the government, provincial and local offices are hereby enjoined to implement the provisions of the said Proclamation, initially by encouraging their respective officials and employees to participate in or conduct “Balikatan sa Kaunlaran Pulong-Pulong” in their respective localities.1aшphi1
