AMENDING MEMORANDUM CIRCULAR NO. 960 AUTHORIZING THE PHILIPPINE ASSOCIATION FOR GOVERNMENT BUDGET ADMINISTRATION, INC. (PAGBA) TO HOLD REGIONAL CONFERENCES-WORKSHOPS, ANNUAL CONVENTION AND ENJOINING ATTENDANCE THEREIN.
Memorandum Circular No. 960 dated February 24, 1977 authorizing the Philippine Association for Government Budget Administration, Inc. (PAGBA) to hold regional conferences-workshops and annual national convention is hereby amended to read as follows:
The Philippine Association for Government Budget Administration, Inc. (PAGBA) will hold regional conferences-workshops and annual national convention on the theme: “Redirecting Budgetary Efforts Towards the Regional Development Program” in the following sites and dates:

All heads of departments, chiefs of bureaus and offices, including regional offices, as well as government-owned and controlled corporations and local governments, are hereby authorized to send three (3) participants who may include their respective budget and fiscal officers who are PAGBA members and other employees involved in budget and fiscal administration to the regional conferences and annual convention. Those attending shall attend the workshop or conference in their respective regions. These limitations as to the number and attendance in their respective regions shall not apply to conference officials, speakers, resource persons and members of working committees. Those attending shall be on official time with expenses for transportation, subsistence, and lodging as well as conference and convention fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and tie usual accounting and auditing requirements.
The participants shall submit to their respective office heads a report of their attendance in the regional conferences within thirty (30) days after the termination thereof.1aшphi1
