MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 961, February 28, 1977 ] PRESCRIBING THE POLICY ON GOVERNMENT EXPERTS SERVING THE UNITED NATIONS AND OTHER INTERNATIONAL ORGANIZATIONS. The Philippine Government has been allowing its experts to serve in foreign governments, the United Nations and. its agencies, and other international organizations as a gesture of cooperation and in line with the commitment to contribute its share to international undertakings. The experience in this area, however, has been that services of such experts are extended and re-extended, oftentimes to the prejudice of local needs. It shall therefore be the general policy that, henceforth the assignment of Filipino experts on secondment to international organizations shall be only for a period of not more, than two (2) years.1aшphi1 This Memorandum Circular takes effect immediately.
