AUTHORIZING THE PHILIPPINE ASSOCIATION, FOR GOVERNMENT BUDGET ADMINISTRATION, INC (PAGBA) TO HOLD A REGIONAL CONFERENCES-WORKSHOPS, ANNUAL CONVENTION AND ENJOINING ATTENDANCE THEREIN.

The Philippine Association, for Government Budget Administration, Inc. (PAGBA) will hold regional conferences-workshops and annual national convention on the theme: “Redirecting Budgetary Efforts Towards the Regional Development Program” in the following; sites and dates:

– Cebu for Regions 6, 7 & 8 – March 31 – April 2

– Davao for Regions 9, 10, 11 & 12 – June 30 – July 2

– Baguio for Regions 1, 2, 3, 4 & 5 – Sept. 29, 30, Oct. 1

– Manila for Annual Convention – November 24 – 26

The objectives of the regional seminar are to: 1) disseminate new approaches on Regional Budgeting; 2) provide the budget and fiscal officers an opportunity to discuss and analyze the various budget improvement objectives; 3) clarify the role of budget men in the regional budget improvement program and 4) generate a continuing interest in and deepen public awareness on the role of the budgeting profession in the attainment of national objectives.

All heads of departments, chiefs of bureaus and offices, including various regional offices, as well as government-owned and controlled corporations and local governments, are hereby authorized to send, three (3) participants which may include their respective budget and fiscal officers who are PAGBA members and other employees involved in budget and fiscal administration to the regional seminars and annual convention. This limitation as to number shall not apply to seminar and conference officials and members of working committees Those attending, shall be on official time with expenses for transportation, subsistence, and lodging as well as convention and seminar fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements. Those attending shall attend the workshops or conferences in their region.

The participants shall submit to their respective office heads a report of their attendance in the regional seminar within thirty (30) days after the termination thereof.1aшphi1
