[ Memorandum Circular No. 954, January 26, 1977 ]

REQUIRING GOVERNMENT OFFICIALS AND EMPLOYEES AUTHORIZED TO TRAVEL ABROAD TO ATTEND A PRE-DEPARTURE ORIENTATION COURSE/SEMINAR.

Some immediate poet and recent events in the country have caught world attention and Filipinos who happen to be abroad are asked question about the Philippines – its geography. and history, its people and culture. It is therefore necessary that Filipinos traveling abroad, particularly those in the government service, be equipped with adequate and accurate information about their country, especially the coals and workings of the New Society and the developmental strides gained under its aegis.

For the foregoing, it is hereby directed that officials and employees of the government end its agencies and instrumentalities, including government-owned or controlled corporation, who are proposed to travel abroad, whether on. official business or for personal purposes, shall first attend a pre-departure orientation course/seminar at the Philippine Center for Advanced Studies (PCAS), U.P., Diliman, Quezon City. Information on the schedules of the course/seminar may be obtained directly from PCAS. The Department of Foreign Affairs shall not issue the corresponding passport unless the applicant presents a certification from PCAS of his having attended said orientation course/seminar.

Any violation of this Circular shall be sufficient cause for administrative disciplinary action.1aшphi1

This Circular takes effect immediately.
