MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 953, January 13, 1977 ] AUTHORIZING ATTENDANCE IN THE NATIONAL CONVENTION OF THE PHILIPPINE CONSTITUTION ASSOCIATION (PHILCONSA) The Philippine Constitution Association (PHILCONSA) will hold its National Convention at the Philippine International Convention Center on January 17, 1977 in commemoration of the 4th Anniversary of the New Constitution. The convention seeks to reassess its role in the continuing pursuit of national development and reforms to solidify a collective commitment to these goals. Government officials who are members of PHILCONSA are hereby authorized to attend the Convention on official time, provided that each office sends not more than two (2) delegates.1aшphi1 (SGD.)
