AUTHORIZING ATTENDANCE IN THE SEMINAR-WORKSHOP ON ZERO BASE BUDGETING TO BE CONDUCTED BY THE FINANCIAL MANAGEMENT EXECUTIVES IN GOVERNMENT, INC.

The Financial Management Executives in Government, Inc. will conduct a three-day seminar-workshop on Zero Base Budgeting at the BIR Training Room, 10th Floor, BIR Building, Diliman, Quezon City, on November 18-20, 1977.

The seminar-workshop aims to provide participants with a deeper understanding of zero base budgeting. It is a general management tool that provides a systematic way of evaluating all programs and their operations mainly for budgeting purposes and a methodology for the continuous redirection of resources into the highest priority programs.

All heads of departments, chiefs of bureaus and offices of the government within the Greater Manila Area are hereby authorized to send not more than three (3) each of their selected officials or employees involved in financial management or budgeting to the seminar-workshop on official time with reasonable expenses for transportation and seminar fee of ?300.00 per participant, chargeable against the appropriations of their respective offices, subject to the availability of funds and usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.

The participants shall submit to their respective office heads a complete report on their attendance or participation in the seminar-workshop as prescribed under Memorandum Circular No. 987 dated June 10, 1977.1aшphi1
