APPEALING FOE STRICT COMPLIANCE WITH THE RESTRICTIVE POLICY ON FOREIGN TRAVEL.
Despite pronouncements of this Office restricting travel abroad as embodied in various memorandum circulars issued from time to time since December 31, 1965, it has been noted that proposals and recommendations for the travel abroad of government officials and employees have not decreased to a degree compatible with the general policy as set forth therein.
This Circular is, therefore, an appeal to all heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations and local subdivisions, to recommend to this Office only those trips which are urgently necessary.1aшphi1 The policy is dictated by national interest, and it is expected that heads of department and chiefs of independent offices recommend travel abroad keeping the national interest above their desire to accommodate co-workers.
