MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1019, November 15, 1977 ] ADDITIONAL GUIDELINES FOR THE IMPLEMENTATION OF THE PAGLILINGKOD: BAGONG LIPUNAN PROGRAM. The following additional guidelines are hereby disseminated for the information and guidance of all concerned in connection with the implementation of the Paglilingkod: Bagong Lipunan program. 1. The Secretary of National Defense is hereby authorized to grant to personnel of the Department of National Defense, particularly of the Armed Forces of the Philippines and the Integrated National Police, especially to those assigned in critical areas and to those in key positions, exemption from performing rural extension service, as an exception to LOI No, 559; 2. Members of the Philippine Constabulary Metropolitan Command (PC METROCOM/Metropolitan Police Force, are authorized to render rural extension service in depressed areas in Metro Manila, as an exception to the prohibition in Memorandum Circular No. 989 dated June 30, 1977, in order to allow law enforcement personnel to be more intimately attuned to conditions in such depressed areas thereby enhancing performance of their duties through improved perspectives on different aspects of crime prevention; and 3. All other members of the Integrated National Police who may not be covered in the preceding paragraph are authorized to perform their rural service in the depressed areas of their respective cities or municipalities for the same reasons mentioned above.1aшphi1 (SGD.)
