MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1017, November 3, 1977 ] EXCUSING ALL GOVERNMENT OFFICIALS AND EMPLOYEES FROM OFFICE FOR THE PURPOSE OF REGISTERING AS VOTERS IN THEIR RESPECTIVE BARANGAYS FROM NOVEMBER 4-5, 1977. In order to give officials and employees who have not registered, ample time to register as. voters in their respective barangays, tomorrow, Friday, November 4, 1987, all heads of departments, bureaus, offices, agencies government-owned and controlled corporations and other instrumentalities of the government are hereby authorized, to excuse them from their offices during the time for such’ registration. Those desiring to go to the provinces to register may be excused for the whole day, but shall upon their return present their certificate of registration.1aшphi1 Strict compliance herewith is enjoined.
