AUTHORIZING ATTENDANCE IN THE SECOND INTERNATIONAL CONFERENCE ON LEGISLATION CONCEDING THE DISABLED, ORGANIZED UNDER THE AUSPICES OF THE PHILIPPINE FOUNDATION FOR THE REHABILITATION OF DISABLED, INC.

The Philippine Foundation for the Rehabilitation of Disabled, Inc. in cooperation with appropriate departments of the government and private organizations, and under the auspices of Rehabilitation International will host the Second International Conference on Legislation Concerning the Disabled on January 16-19 1978, at the Philippine International Convention Center.

The conference will serve as a forum where about 600 delegates from 61 countries and 150 Filipino delegates will meet together to discuss new legislation and accompanying regulations in order to make them more responsive to the needs of the handicapped. The conference presents new opportunities for representatives from the Philippine Government to broaden their perspective in regards to the problem of disability and to acquire new insights into the need for governmental action for the up-liftment of the status of disabled persons.

All heads of departments, offices and agencies of the government concerned with the rehabilitation of the handicapped, are hereby, authorized to send their selected officials and employees to the conference on official time with registration fees, chargeable against the appropriations of their respective offices, subject to the availability of funds and usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office, dated August 8, 1972.

The participants shall submit to their respective office heads a complete report on their attendance or participation in the conference as prescribed under Memorandum Circular No. 987 dated June 10, 1977, furnishing; this Office a copy thereof.1aшphi1
