CREDITING THE SERVICES OF PUBLIC SCHOOL TEACHERS, MEMBERS OF THE BUKLOD NG MGA KABATAANG KAWANI AND OTHER GOVERNMENT EMPLOYEES DEPUTIZED BY THE COMMISSION ON ELECTIONS IN THE REGISTRATION OF VOTERS, ELECTIONS, REFERENDA OR PLEBISCITES, AS PART OF THEIR REQUIRED ANNUAL 15-DAY RURAL SERVICE UNDER THE “PAGLILINGKOD: BAGONG LIPUNAN” PROGRAM.
WHEREAS, under Section G of Presidential Decree No. 1187, as amended by Presidential Decree No. 1223, the Citizen Registration Committees shall be composed, among others, of public school teachers and members of the Buklod Ng Mga Kabataang Kawani; and other government officials or employees may also be made members thereof;
WHEREAS, public school teachers and other government employees are also invariably deputized by the Commission on Elections to assist and render service in elections, referenda or plebiscites;
WHEREEAS, under Letter of Instructions No. 559 dated June 23, 1977, establishing the PAGLILINGKOD: BAGONG LIPUNAN Program, all officials and employees of the government, including public school teachers and members of the Buklod Ng Mga Kabataang Kawani, are required to render service in the rural areas for a period of 15 days within any given calendar year on official time; and
WHEREAS, to encourage more active participation of the public school teachers, members of the Buklod Ng Mga Kabataang Kawani, and other government officials and employees in the registration of voters, elections, referenda and plebiscites, and in order to give due recognition to the value of such election services, it is deemed desirable and proper that such services be credited to the public school teachers, members of the Buklod Ng Mga Kabataang Kawani and other government officials and employees concerned as part of their rural service under PAGLILINGKOD: BAGONG LIPUNAN Program under certain conditions.1aшphi1
WHEREFORE, services of public school teachers, members of the Buklod Ng Mga Kabataang Kawani, and other government officials and employees deputized by the Commission on Elections in the registration of voters and during elections, referenda or plebiscites, shall be correspondingly credited in their favor as part of their annual 15-day rural service required under Letter of Instructions No. 559 establishing the PAGLILINGKOD: BAGONG LIPUNAN Program; Provided, however, That in the case of members of the Buklod Ng Mga Kabataang Kawani, they may choose to waive their aforementioned credit-of-service privilege and consider their services rendered in the registration of voters, elections, referenda or plebiscites as voluntary civic duty only, that is, no longer credited to their required annual rural service.
