MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 1002, August 25, 1977 ] AUTHORIZING MEMBERS OF THE BUKLOD NG KABATAANG KAWANI TO ATTEND THE MEETINGS OF THE BUKLOD ON OFFICIAL TIME. In order to enable the Buklod Ng Kabataang Kawani to effectively carry out its complementary efforts toward the development of future leaders in government, they are to be allowed to attend meetings and other activities of the Buklod on official time, and in proper cases, with appropriate travel allowances and per diems. The Chairman of the Civil Service Commission or in the case of the regions, the Regional Directors of the 0Onunision, are hereby authorized to determine and authorize which meetings and activities arc to be done on official time only or on official time, with per diems and travel allowances.1aшphi1 By authority of the President: (SGD.)
