[ Memorandum Circular No. 1000, August 2, 1977 ]

REQUIRING ALL HEADS OF DEPARTMENTS AND CHIEFS OF BUREAUS AND OFFICES, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND LOCAL GOVERNMENT SUBDIVISIONS TO ABIDE BY AN ENERGY CONSERVATION CODE IN THEIR RESPECTIVE JURISDICTIONS.

In order to complement the efforts of the Energy Conservation Movement and thus enable the government sector to contribute to the overall goal of reducing oil consumption, all, heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations, and local government subdivisions, are hereby directed to cause the strict enforcement in their respective jurisdictions of the guidelines and measures prescribed in the Energy Conservation Code.1aшphi1 They are not precluded from adopting but are rather encouraged to adopt relevant refinements of certain provisions of the Code for effective implementation, subject to the approval of the Energy Conservation Movement.

This Circular takes effect immediately.
