REQUIRING PRIOR APPROVAL BY THE OFFICE OF THE PRESIDENT OF THE ATTENDANCE OF GOVERNOR OFFICIALS AND EMPLOYEES IN PRIVATELY-SPONSORED TRAINING PROGRAMS.

The Government has been exerting every effort to promote manpower development in the public service through programs initiated and being implemented by its various agencies and instrumentalities, in addition to other programs arranged with state universities and colleges.

It has been observed, however, that in spite of the government’s thrust in the area of staff development under which different fields of specialization are made available to public officials and employees, a number of offices still persist in sending their personnel to privately-sponsored trainings programs.1aшphi1 These private programs are invariably expensive propositions. What is unfortunate is that, in some cases, training of government personnel in privately-organized programs are in fields available in government, and implemented by some agencies unilaterally. In the cases elevated to this Office, they are usually received either after the termination of or when it is about to start, resulting” in undue inconvenience to all concerned.

Accordingly, the sending of public officials and employees to privately-conducted training courses is hereby prohibited if the field of study is one available under any of the government’s programs, and no expenditure of funds for such purpose shall be allowed under any circumstance.
