AUTHORIZING ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS IN THE EDUCATORS CONGRESS IN CONNECTION WITH THE DIAMON JUBILEE CELEBRATION OF THE CONTEMPORARY PHILIPPINE EDUCATIONAL SYSTEM.

An Educators Congress will be held on December 13-16, 1976, at the Philippine International Convention Center sponsored by the Department of Education and Culture on the theme: “EDUCATION FOR THE FILIPINO ” as the culminating activity of the Diamond Jubilee of the Contemporary Philippine Educational System.

The Educators Congress is primarily designed and programmed as a series of work sessions of educators and educationists on the various problems and issues confronting Philippine Education and is expected to produce significant resolutions and commitment of the educational system toward the realization and promotion of the goals of the New Society.

The Department of Education and Culture is hereby authorized to invite not more than 500 participants and observers from selected offices of the government, particularly those concerned with education, to attend the Congress on official time with reasonable expenses for transportation, per diems and a conference fee of ?200.00 per participant, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972. Participants residing or stationed within the Greater Manila Area shall be entitled to reasonable expenses for transportation and convention fees only.

The delegates shall submit to their respective agency heads a report on their attendance in the Congress within thirty (30) days after the termination thereof.1aшphi1
