[ Memorandum Circular No. 939, October 14, 1976 ]

AUTHORIZING ATTENDANCE IN THE TENTH NATIONAL CONVENTION AND GENERAL ASSEMBLY OF THE ASSOCIATION OF GOVERNMENT MECHANICAL AND ELECTRICAL ENGINEERS OF THE PHILIPPINES (AGMEEP) ON NOVEMBER 18-19, 1976.

The Association of Government Mechanical and Electrical Engineers of the Philippines (AGMEEP) will hold its Tenth National Convention and General Assembly at the Auditorium of the Social Security System, Quezon City, on November 18-19, 1976, on the theme: “Government Engineers and the Perspective Plan: Dynamic Development Through The Year 2000 A.D.”

The convention will feature technical sessions and workshops on various engineering subjects. It aims to improve the technical knowhow, promote the advancement of science and technology and enhance the role of government engineers in perspective planning and dynamic national development.

Each department, including the bureaus and offices under it, is hereby authorized to send a maximum of ten (10) participants, and each government-owned or controlled corporation, two (2) participants, preferably members of the Association, to the convention on official tine with reasonable expenses for transportation, per diems and convention fees not exceeding ?200.00 per participant, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1975, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972, The maximum number of participants from each department or government-owned or controlled corporation shall include officers of the Association and members of convention committees.

It is understood that participants residing or stationed within the Greater Manila Area shall be entitled to reasonable expenses for transportation and convention fees only.1aшphi1

The participants shall submit to their respective agency heads a report on their attendance in the convention within thirty (30) days after the termination thereof. Likewise, within the same period, a report and evaluation of the convention shall be submitted to this Office, including a list of participants showing their respective positions and offices. The report thereon shall include a financial statement of income and expenses duly audited by a Certified Public Accountant not connected with the Association.
