AUTHORIZING DEPARTMENTS AND AGENCIES TO PAY THE TRANSPIRATION ALLOWANCE AND PER DIEMS OF MEMBERS OF PERFORMANCE EVALUATION COMMITTEES UNDER PHASE II.

To implement instructions of the President contained in Letter of Instructions No. 320 dated September 23, 1975, the Civil Service Commission launched a government-wide performance evaluation program which started last February 16, 1976.

This evaluation program which started with officials and employees of all central offices of the national government is now at its second phase covering all regional personnel of the same departments and agencies.

Consequently, the Civil Service Commission, because of its budget limitations, has requested the assistance and support of all departments and agencies concerned in the payment of the cost of the traveling expenses and per diems of their respective officials and employees who are designated as members of the different Performance Evaluation Committee Created under Phase II of the evaluation program.

In view of the above considering that the ultimate objective of the government-wide performance evaluation is the improvement of the quality of public service, all departments and agencies are hereby authorized to pay the cost of expenses specially started in this circular, subject to the usual accounting and auditing requirements.1aшphi1

Officials and employees concerned shall notify their respective departments or agencies of their membership in the Performance Evaluation Committees indicated in the various Memorandum Order recently issued by the Civil Service Commission.
