AUTHORIZING ATTENDANCE IN THE SEMINAR FOR ACTION OFFICERS, THE CHAIRMAN AND MEMBERS OF SPECIAL ACTION COMMITTEES OF ALL GOVERNMENT OFFICES IN THE GREATER MANILA AREA.

The Complaints and Investigation Office (CIO), Office of President, will conduct its fourth seminar for Action Officers of various government offices in the Greater Manila Area to be held at the Philippine Village Hotel, Pa say City, from September 27 to October 1, 1976.

The objectives of the seminar are to study representative access problems and cases brought to the attention of Action Officers; to define the role and responsibilities of Action Officers in making the various government agencies more accessible to the people they service; to develop in the government personnel proper attitudes, ways and s to achieve prompt, efficient, competent and courteous serve and to effect better coordination among Action Officers in all offices of the government.1aшphi1

All heads of departments, chiefs of bureaus and offices, including government-owned or controlled corporations within the Greater Manila Area are hereby authorized to send two (2) representatives each, preferably one Chairman and one Member of their Special Action Committee, do the seminar on official time with reasonable expenses for transportation  and per diems, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1975, subject to the availability of funds and the usual accounting auditing requirements.

The participants shall submit to their respective agency heads a report on their attendance in the seminar within thirty (30) days after the termination thereof.
