AUTHORIZING ATTENDANCE AND PARTICIPATION IN THE SREIES OF REGIONAL SEMINARS SPONSORED BY THE PERSONNEL OFFICERS ASSOCIATION OF THE PHILIPPINES (POAP) THRU ITS REGIONAL CHAPTERS.

The Personnel Officers Association of the Philippines (POAP), through its regional chapters, will sponsor a series of five-day regional seminars, with the cooperation and technical assistance of the Civil Service Commission, on the theme: “The New Orientation.”

These regional seminars will enable officers and employees of the government to participate in the exchange of personnel information and assess and redirect their contributions to make more effective their role as instruments in the attainment of the policies of the New Society.1aшphi1

National and local offices are hereby authorized to send not more than five (5) of their officials and employees particularly those who are members of the POAP to the seminars listed below on official business with reasonable expenses for transportation, per diems and seminar fees, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.

In order to effect economy in travel costs, participants shall attend the seminar at their respective regional centers only.

The participants shall submit to their respective heads of office a report on their attendance and participation in the seminar within fifteen (15) days after the termination thereof.
