AUTHORIZING THE ATTENDANCE OF CERTAIN GOVERNMENT OFFICIALS AND EMPLOYEES IN THE 11TH CONVENTION-SEMINAR OF THE ASSOCIATION OF GOVERNMENT ACCOUNTANTS OF THE PHILIPPINES (AGAP), INC.
A convention-seminar will be held in Baguio City on May 26-28, 1976, sponsored by the Association of Government Accountants of the Philippines (AGAP), Inc., on the theme “Effective Management Information System thru the Government Accountant.”
The principal objectives of this convention-seminar are:
a. To provide orientation to participants on the basic concept, underlying principles, scope and techniques to design a Management Information System.
b. To develop awareness among the participants to the growing dependence of management decision making on the financial management system that supports Performance Budgeting.
c. To evaluate the structuring of programs and projects with agency work objectives against work plans and control measures on financial operations to attain maximum and organized involvement and participation in the development of a Management Information System.1aшphi1
All heads of departments and chiefs of bureaus and offices, including government-owned or controlled corporations, are hereby authorized to send to the convention-seminar their respective Chief Accountants or heads of their accounting units including not more than three (3) other employees who are members of the AGAP. This limitation shall not apply to officials and personnel directly in charge of the various arrangements and/or preparations for the convention-seminar. Their attendance shall be on official time, with reasonable expenses for transportation, subsistence, lodging and seminar fees chargeable against the funds of their respective agencies, subject to the availability of funds and the usual accounting and auditing requirements.
