AUTHORIZING THE SENDING OF DELEGATES TO THE TWO-DAY REGIONAL CONFERENCES OF THE GOVERNMENT ASSOCIATION OF CERTIFIED PUBLIC ACCOUNTANTS (GACPA).

The Government Association of Certified Public Accountants (GACPA) will hold its two-day regional conferences on the theme, “New Directions for Government CPAs: Responsibilities in Reform Programs and Innovations.” The first of the series will be held on May 7-8, 1976 in Cagayan de Oro City for Regions IX, X, XI and XII; and subsequently in Bacolod City on May 21-22, 1976 for Regions VI, VII and VIII; and in Metro Manila on June 25-26, 1976 for Regions I, II, III, IV, and V.

The main feature of these regional conferences is to familiarize the government CPAs with the recent reforms and innovations in Government so that they can better relate their strategic positions as key officials to national, local and organizational objectives and thereby maximize their participation in national development.

In view of the relevance of the objectives of these conferences to national and local development programs, all heads of departments and chiefs of bureaus, offices, chartered cities and provincial governments, including government-owned or controlled corporations, are hereby authorized to send not more than two (2) of their CPAs who are members of the GACPA or such members of their office staffs as are involved in accounting, auditing, budgeting and fiscal administration to the region provided they are not the same persons who may have attended the PAGBA and/or AGAP conferences schedule in May, 1976. Those attending shall be allowed reasonable expenses for transportation and other necessary expenses for subsistence and lodging in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, including seminar fees, chargeable against the funds of their respective offices, subject to the availability of funds and the usual accounting and auditing requirements.1aшphi1

The delegates shall submit a report of their attendance to their respective agency heads within thirty (30) days after the end of convention.
