AUTHORIZING THE PHILIPPINE ASSOCIATION FOR GOVERNMENT BUDGET ADMINISTRATION, INC. (PAGBA) TO HOLD A CONVENTION SEMINAR, AND ENJOINING ATTENDACE THEREIN.
The Philippine Association for Government Budget Administration, Inc. (PAGBA) will hold a convention-seminar and workshop in Baguio City on May 19-22, 1976, on the theme: “Redirecting Budgetary Efforts Towards the Government Budget Improvement Program”.
The objectives of the convention-seminar are to: 1) make a critical appraisal of the present budgetary system and practices with the end in view of developing recommendations for budgetary reforms; 2) provide the budget and fiscal officers an opportunity to discuss and analyze the various budget improvement programs and their relationship with the development budget improvement program.
All heads of departments, chiefs of bureaus and offices, including various regional offices, as well as government-owned or controlled corporations and local governments, are hereby authorized to send up to four (4) participants which may include their respective Budget and Fiscal Officers whoa are PAGBA members or who are involved in budget and fiscal administration to the convention-seminar. Various regional office may send one (1) representative each. This limitation as to number shall not apply to conference officials and members of conference working committees. Within these limitations, those attending shall be on official time with expenses for transportation, subsistence, and lodging as well as seminar fees, all chargeable against the appropriations of respective offices, subject to the availability of funds and the usual accounting and auditing requirements.
The participants shall submit to their respective office heads a report of their attendance in the convention-seminar within thirty (30) days after the termination thereof.1aшphi1
