AUTHORIZING ATTENDANCE IN THE SECOND NATIONAL TRISECTORAL CONGRESS TO BE HELD BY THE NATIONAL SOCIAL ACTION COUNCIL.
The National Social Action Council will hold its triennial forum for dialogue of trisectoral leaders from the private/civic, enumenical inter-faith communities and the government sectors in the Second National Trisectoral Congress at the Teachers Camp, Baguio City, on March 15-19, 1976, on the theme: “Trisectoral Approach to Development.”
The Congress will seek to identify, clarify and formulate the rules and functions of the private/civic, enumenical inter-faith communities and the government sectors where the trisectoral approach can be most effective, and to formulate and prescribe the mechanism for trisectoral coordination at all levels of planning, development and implementation.
All heads of departments, chiefs of bureaus and offices, both national and local, are hereby authorized to send their officials and employees, who are trisectoral leaders, to the Congress on official time.1aшphi1
The participants shall submit to their respective agency heads a report on their attendance in the Congress within thirty (30) days after the termination thereof.
