MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 887, January 21, 1976 ] AMENDING PARAGRAPH VII OF MEMORANDUM-CIRCULAR NO. 650 PROVIDING GUIDELINES ON PLACEMENT OF PERSONNEL AFFECTED BY THE IMPLEMENTATION OF THE PROVISIONS OF THE INTEGRATED REORGANIZATION PLAN. To remove and avoid the dissatisfaction and demoralization among employees adversely affected by the application of Paragraph VII-1(c) of Memorandum Circular No. 650, Paragraph VII of said Memorandum-Circular is hereby amended to read as follows: VII. UPON IMPLEMENTATION OF THE REORGANIZATION PLAN IN AN AGENCY, AND EMPLOYEE WHO HOLDS A PERMANENT APPOINTMENT IN THE OLD ORGANIZATION AND WHO IS APPOINTED TO A POSITION WITH A LOWER SALARY RANGE IN THE STAFFING PATTERN OF THE NEW ORGANIZATION, MAY CONTINUE TO RECEIVE HIS ACTUAL SALARY AT THE TIME OF REORGANIZATION, THE DIFFERENCE BETWEEN THE AUTHORIZED RATE FOR THE POSITION AND THE ACTUAL SALARY OF THE APPOINTEE, OR PROPOSED APPOINTEE, SHALL BE TAKEN FROM THE SAVINGS OF THE AGENCY CONCERNED. Transfers reinstatements and other personnel movements which are not brought about by the implementation of the organization plan shall be governed by existing Civil Service ad WAPCO rules and regulations, and other rules pertinent thereto.1aшphi1 By order of the President: (Sgd.)
