[ Memorandum Circular No. 871, October 14, 1975 ]

DIRECTING ALL DEPARTMENTS BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR CONTROLLED CORPORATIONS AND LOCAL GOVERNMENTS TO ALLOW THE MEMBERS OF THE WINNING CHORAL GROUPS WHO PARTICIPATED IN THE “SANGHIMIG” REGIONAL CONTESTS HELD ALL OVER THE COUNTRY TO ATTEND THE FINALS IN MANILA.

All departments, bureaus, offices, agencies and instrumentalities of the government, including government-owned or controlled corporations and local governments are hereby directed to allow their employees who are members of the winning choral groups who participated in the “Sanghimig” regional contests held all over the country to participate in the finals to be held on October 24, 1975, at the Cultural Center of the Philippines. Their attendance shall be on official time (a maximum of five days) with reasonable expenses for transportation and per diems, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirement as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.1aшphi1
