[ Memorandum Circular No. 859, August 27, 1975 ]

URGING GOVERNMENT AGENCIES CONCERNED TO GIVE MINIMUM SUPPORT AND ASSISTANCE TO THE NATIONAL TESTING CENTER, DEPARTMENT OF EDUCATION AND CULTURE, IN CONNECTION WITH THE CONDUCT OF THE 1975 NATIONAL COLLEGE ENTRANCE EXAMINATION.

WHEREAS, the National Education Testing Center, Department of Education and Culture, is charged with the duty of .administering the national college entrance examination required of all high school graduates seeking admission to post-secondary degree programs to pass the said examination, as provided under Presidential Decree No. 146 dated March 9, 1973;

WHEREAS, the national college entrance examination is scheduled to be given on November 23, 1975 in about 1,300 examination centers throughout the country to about half-a-million examinees, a job so great considering the demographic conditions of the Philippines;

WHEREFORE, the Department of National Defense, through the Office of Civil-Relations, the Philippine Constabulary, the Philippine Air Force, the Philippine Navy, the National Police Commission, and the National Intelligence and Security agency,-hereby enjoined to extend maximum support and assistance to the National Education Testing Center, Department of Education and Culture, to ensure full security and smooth administration of the 1975 national college entrance examination all over the country.

The National Media Production Center, the Bureau of Telecommunications and the National Computer Center are likewise enjoined to extend maximum support and assistance relative to the dissemination of essential information pertaining to the holding of the examination, the utilization of communication facilities throughout the country, and in the computer processing of test results, respectively.

The Commissioner of Customs is hereby directed to exempt from ordinary inspection, if legally feasible, all classified materials pertinent to the national college entrance examination.1aшphi1
