[ Memorandum Circular No. 844, June 17, 1975 ]
AUTHORIZING ATTENDANCE IN THE SERIES OF INSTITUTES ON THE CIVIL SERVICE JOINTLY SPONSORED BY THE PERSONNEL OFFICERS ASSOCIATION OF THE PHILIPPINES (POAP) AND THE LAW CENTER OF THE UNIVERSITY OF THE PHILIPPINES.
The Personnel Officers Association of the Philippines, Inc. (POAP) and the U.P. Law Center will jointly sponsor a series of three-day Institutes on the Civil Service, with the cooperation and assistance of the Civil Service Commission.1aшphi1 The first of the series will be held on September 15-17, 1975 at the Abelardo Hall of the University of the Philippines, Quezon City, to coincide with the celebration of the 75th Diamond Jubilee Anniversary of the Philippine Civil Service. The first institute shall cover those from Regions I, II, III, IV and V. The second institute will be held on October 22-24, 1975, in Cebu City for Regions VI, VII and VIII; and the last, on November 19-21, 1975, in Davao City, for the remaining region.
National and local offices including government-owned or controlled corporations are hereby authorized to send their officials and employees who are members of the POAP to the institute on official time with reasonable expenses for transportation, per diems and institute fees, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.
It is understood, however, that participants residing within the Greater Manila Area in the case of the first institute, and those residing or stationed within Cebu and Davao cities in the case of the subsequent institutes shall be entitled to reasonable expenses for transportation and institute fees only.
The participants shall submit to their respective office heads a report on their attendance in the institute within thirty (30) days after the termination thereof.
