MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 842, June 10, 1975 ] AUTHORIZING ATTENDANCE TO THE SEMINAR ON DEVELOPMENT COMMUNICATION ORGANIZED BY THE UNIVERSITY OF THE PHILIPPINES DEPARTMENT OF DEVELOPMENT COMMUNICATION IN LOS BAÑOS, LAGUNA. WHEREAS, the Department of Development Communication of the University of the Philippines in Los Baños, Laguna has organized a seminar on development communication at the Continuing Educational Center in the U. P. Los Baños campus on 27 June to 30 June 1975; WHEREAS, the Kapisanan ng mga Brodkasters sa Pilipinas (KBP) and various government departments are jointly undertaking a development communication project to make more effective use of radio and television media to support development programs and projects; WHEREAS, both KBP and government coordinators in this project require a better understanding of the uses of communication to attain development objectives and the basic tools necessary for the effective implementation of a development communication program, and WHEREAS, a development communication program will greatly enhance the implementation of development programs and projects by facilitating the adoption by the people of the innovations and new alternatives required by development and by promoting greater participation of the people in development projects; WHEREFORE, all heads of departments and chiefs of bureaus participating in the KBP development communication project are hereby authorized to send not more than one representative to the said seminar on official tine with expenses for seminar fees, transportation, subsistence and lodging pursuant to the provisions of Republic Act No. 3847, as attended by Presidential Decree No. 344 and as implemented by the Commission on Audit (COA) General Circular No. 127, series of 1973, chargeable against the funds of their respective offices, subject to the availability thereof and the usual accounting and auditing requirements. Participants shall submit a report to their respective agency heads on their attendance in the said seminar within fifteen days upon termination thereof.1aшphi1 By authority of the President: (SGD.)
