AUTHORIZING ATTENDANCE IN THE CONFERENCE OF THE MINSUPALA ASSOCIATION.
In cooperation with local government in Southern Philippines, particularly those of the provinces of Davao Oriental, Davao del Norte and Davao del Sur and the City of Davao, the Mindanao, Sulu and Palawan Association (MINSUPALA) will hold a national conference on the theme: “The Mindanao Situation: Analysis and Prospects” at Davao City on July 4-6, 1975 involving the various sectors of the Mindanao-Sulu-Palawan Community.
This conference will invite and involve representatives of Christian, Muslim, Highlanders, government, religious, youth, students, farmers, workers and business groups or sectors in the region and secure a consensus on the Mindanao and Sulu situation as a means towards bringing about cooperation and understanding among the various communities in Southern Philippines. This conference is complementary to the efforts of government in promoting national unity and harmony.1aшphi1
In view of the foregoing, national and local offices including government-owned or controlled corporations and the Armed Forces of the Philippines are hereby authorized to send representatives to the conference on official time with expenses for transportation, subsistence and lodging as well as conference fees, all chargeable against the appropriations of their respective offices, in accordance with the provision of Presidential Decree No. 344 dated November 26 1973 as implemented by COA General Circular No. 127 dated November 27, 1973 subject to the availability of funds and the usual accounting requirements, as an exception to Memorandum Circular No. 593, series of 1972, of this Office.
