[ Memorandum Circular No. 838, June 2, 1975 ]
CONSTITUTING AN INTER-AGENCY TEAM TO DETERMINE THE MEDIUM AND LONG-TERM CREDIT REQUIREMENTS OF FARMER BENEFICIARIES OF AGRARIAN REFORM PROGRAM, AND PREPARE A FINANCING PROPOSAL THEREOF FOR CONSIDERATION OF INTERNATIONAL FINANCING INSTITUTIONS.
There has come about critical financial needs of farmer-beneficiaries of agrarian reform program. In view of this development, Government ought to extend to their appropriate and timely credit assistance in order that they may derive adequate supplemental income, and thereby elevate their living standards and increase productivity.
In order to determine the actual and more critical financial needs of said farmer-beneficiaries, there is hereby created an Inter-Agency Preparation Team, constituted as follows:

In the performance of its functions, the Team shall have the following terms of reference:
1. Determine, on a nationwide level, the actual, more critical and specific medium and long-range credit requirements of Land Reform beneficiaries in landed estates acquired by the Land Bank of the Philippines, i.e., mechanization, transportation, farm support facilities and equipment, livestock and fisheries development, and cottage agro-industries;
2. Conduct sample socio-economic surveys of representative landed estates acquired by the Land Bank under R.A. 3844 or PD 27, with the end in view of identifying the raw material, manpower and capital resources of said estates;
3. Pinpoint prospective on-farm and off-farm projects that may be undertaken by farmer-beneficiaries of agrarian reform, either individually or in groups, which would require financing assistance from the Land Bank;
4. Conduct feasibility studies on the above pinpointed projects, indicating therein the economic, market, technical, financial and management aspects of said projects. The feasibility studies shall include the projected timetable for the implementation of the projects to be assisted by the LBP;
5. Set up the monitoring system for the implementation of the projects recommended by the Team and approved by the LBP for project assistance.1aшphi1 The actual monitoring of projects shall be the responsibility of the Team, in collaboration with the relevant departments of the LBP.
The Team shall accomplish this undertaking within six (6) months from the date of this Circular, unless extended or sooner terminated by the Land Bank of the Philippines.
The Team may call upon the heads of the various agencies herein represented, and of other relevant government institutions/agencies for such assistance necessary to accomplish its tasks.
This Circular supersedes any and all previous Circulars inconsistent herewith, and shall take effect immediately.
