AUTHORIZING ATTENDANCE IN THE FIRST NATIONAL BIENNIAL CONVENTION ASSEMBLY OF THE ASSOCIATION OF FIREFIGHTERS OF THE PHILIPPINES ON JUNE 2-5, 1975, IN MAKATI, RIZAL.

The Association of Firefighters of the Philippines, an organization of fire service personnel of municipalities and cities of the Philippines, in coordination with the Office of Civil Defense, Department of National Defense, will hold its first National Biennial Convention on June 2-5, 1975, in Makati, Rizal, to determine the feasibility of establishing an organization similar to the National Fire Protection Associations of the United States.

The convention will involve the participation of government and the private sectors represented by different agencies or organizations whose members are interested in Fire Protection and Safety.

In view of the relevance of the convention to the National Fire Control Program, all chiefs of fire departments of first class cities including two (2) of their staff officers, and the chiefs of fire departments of other cities and municipalities within the Greater Manila Area, are hereby authorized to attend the convention on official time with reasonable expenses for transportation, per diems and convention fees, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements, as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.

It is understood that participants in the convention who are residing or stationed within the Greater Manila Area shall be entitled to reasonable expenses for transportation and convention fees only.

The participants shall submit to their respective agency heeds a report on their attendance in the convention within thirty (30) days after the termination thereof.1aшphi1 Likewise, within the same period, a report and evaluation of the convention should be submitted to this Office. The report thereon should include a financial statement of income and expenses duly audited by the Auditor of the Office of Civil Defense.
