MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 833, May 19, 1975 ] REMINDING ALL CONCERNED OF LOI NO. 262 REQUIRING SUBMISSION BY PUBLIC OFFICERS OF STATEMENT OF ASSETS, LIABILITIES AND NET WORTH AS OF DECEMBER 31, 1974. All heads of departments, agencies and offices of the government are hereby reminded of Letter of Instructions No. 262, copy enclosed, requiring submission by public officers of statement of assets, liabilities and net worth as of December 31, 1974. They should see to it that the provisions of the LOI are properly disseminated to all their employees for their information and guidance. Furthermore, they should also provide the necessary forms therefore to facilitate compliance by the employees concerned with the provisions of the LOI in view of the proximity of the deadline for the filing of the statement. Under LOI 262, two (2) forms are prescribed, namely: (1) “Annex A” to be filed by every public officer which shall include the assets, liabilities and net worth of the spouse and unmarried children below twenty-one (21) years of age as of December 31, 1974, and (2) “Annex B” to be filed by the categories of public officers therein enumerated which shall contain a comparative statement of assets, liabilities and net worth as of December 31, 1974 and December 31, 1965 or as of the date the public officer entered the government service whichever date is later. In case the public officer had availed of tax amnesty, the statement of assets, liabilities and net worth shall be as of 1. December 31, 1971 of the public officer availed of tax amnesty under Presidential Decree No. 23 only; or 2. December 31, 1972, if the public officer availed of the tax amnesty under Presidential Decree Nos. 23 and 157, and/or Presidential Decree Nos. 213 and 370; or 3. December 31, 1973, if the public officer availed of the tax amnesty under Presidential Decree No. 631.1aшphi1 In this connection, particular attention is invited to the deadline for the filing thereof embodied in Item. No. 4 of said LOI quoted as follows: “4. The statement of assets, liabilities and net worth shall be filed on or before May 30, 1975, with the Office of the corresponding Department Head, or in the case of a Head of Department or Chief of an independent, office, with the Office of the President.” Strict compliance herewith is enjoined.
