CREATING A NATIONAL GOVERNMENT CENTER DEVELOPMENT COMMITTEE AND ORDERING A GENERAL MORATORIUM OF ALL PERMANENT BUILDING CONSTRUCTION AND IMPROVEMENT WITHIN THE NATIONAL GOVERNMENT CENTER COMPLEX.
There is hereby created a National Government Center Development Committed to prepare and direct the development plan for the National Government Center Complex. The Committee shall be composed of the following members:

The Committee shall have the following duties and functions:
a) assume the leadership and provide continuing direction for the integrated development planning of the National Government Center Complex.
b) direct the master planning and design of the various architectures and structural components of the complex to insure homogeneity, uniformity, and complementarity of design.
c) finalize the relocation scheme and establish space allocation criteria.
d) formulate a financial program for the implementation of final plans.1aшphi1
A general moratorium of all permanent building construction and improvement within the National Government Center Complex is hereby ordered until completion of the master plan.
All heads of departments, bureaus, offices and instrumentalities of the government are hereby requested to extend full cooperation and assistance to the Committee to ensure the accomplishment of its tasks.
This order shall take effect immediately.
