AUTHORIZING ATTENDANCE IN THE SERVICE OF SEMINAR-WORKSHOPS TO BE CONDUCTED BY THE GOVERNMENT TRAINING OFFICER’S ASSOCIATION OF THE PHILIPPINES, INC. (GTOAP).

The Government Training Officer’s Association of the Philippines, Inc. (GTOAP) will conduct a series of three-days seminar-workshop on the theme: “Promoting Communication and Innovation for National Development Through Training.” The first of the series is to be held on May 29-31, 1975, at the Philsugin Auditorium, East Avenue, Quezon City, for Regions III & IV, and subsequently in San Fernando, La Union, on June 19-21, for Regions I & II; in Legaspi City on July 24-26, for Region V; in Cebu City on August 21-23, for Regions VI, VII, VIII; and in Cagayan de Oro City on September 25,27, 1975 for Regions IX, X and XI.

All heads of departments, chiefs of bureaus and offices, as well as government-owned or controlled corporations, are hereby authorized to send their training officers, personnel officers, administrative officers or such members of their office staff as are involved in the training of personnel to the seminar-workshops schedules for their region on official time with reasonable expenses for transportation, per diems and seminar fees, chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by COA General Circular No. 127 dated November 27, 1973, subject to the availability of funds and the usual accounting and auditing requirements as an exception to Memorandum Circular No. 593 of this Office dated August 8, 1972.

It is understood, however, that participants residing within the Greater Manila Area in the case of seminar Regions III & IV, and those residing or stationed within the regional centers in the case of the other regional seminars shall be entitled to reasonable expenses for transportation and seminar fees only.1aшphi1

The participants shall submit to their respective office heads a report on their attendance and attendance in the seminar-workshops within thirty (30) days after the termination thereof.
