CREATING AN INTER-AGENCY PLANNING COMMITTEE TO STUDY THE USE OF SATELLITE COMMUNICATION TECHNOLOGY FOR EDUCATIONAL PURPOSES.
There is hereby created an Inter-Agency Planning Committee to study the use of satellite communication technology for educational purposes, both in the formal and non-formal sectors. This Committee shall be composed of the following:

The Planning Committee will be responsible for the preparation and execution of the aforementioned study with close collaboration with other government agencies, as well as the private sector, particularly the Philippine Overseas Telecommunications Corporation, PHILCOMSAT and commercial broadcasting stations, as well as universities especially those engaged in communication research, and the UNESCO.
In conduct of its study, the Committee is to take into account the plans for the development of the countrywide communications system and its use for educational and information purposes with the aim of applying on an integrated and economic bases communication technology to the development process.1aшphi1
The Committee may call upon any department, bureau, office and instrumentality of the government including government-owned or controlled corporations, for such assistance as it may need in the accomplishment of its task.
The Circular shall take effect immediately.
