BY THE PRESIDENT OF THE PHILIPPINES

[ Memorandum Circular No. 819, April 8, 1975 ]

DECLARING CERTAIN PROCEDURES TO BE FOLLOWED IN HOSTING OF UNITED NATIONS MEETINGS AND OTHER INTERNATIONAL CONFERENCES BY THE PHILIPPINES.

It has been observed that there have been occasions where certain Philippine Government agencies and instrumentalities have acted unilaterally on questions of foreign policy and protocol in the meetings of bodies within the United Nations system and other international conferences hosted by the Philippines. Since such actions involve foreign relations and protocol, it is obvious and necessary that they be coordinated with the Department of Foreign Affairs.

All government agencies and instrumentalities are therefore hereby directed to inform and coordinate with the Department of Foreign Affairs, in particular with its United Nations Affairs and International Conference Office, about any invitation or proposal for the Philippines to be the host country to any international assembly.

In this connection, the Department of Foreign Affairs in enjoined to extend assistance to any local organization or association affiliated with any government agency on questions of foreign policy and protocol as may be found necessary whenever they offer or have been requested to host international conferences.

For immediate compliance.1aшphi1
