AUTHORIZING THE PHILIPPINE ASSOCIATION FOR GOVERNMENT BUDGET ADMINISTRATION, INC. (PAGBA) TO HOLD A CONVENTION SEMINAR, AND ENJOINING ATTENDANCE THEREIN.
The Philippine Association for Government Budget Administration, Inc. (PAGBA) will hold a convention-seminar and workshop in Legaspi City from July 17-19, 1975 on the theme: “The Budget Administrators and the Imperatives of Development”.
The objective of the convention-seminar are to: 1) work out solutions to current problems in government budget administration and to set workable common goals within the context of the overall aspirations of the New Society; 2) identify the areas where budgetary reform can be initiated so as to make the budget truly effective instrument of development; and 3) generate a continuing interest in and deepen public awareness on the role of the budgeting profession in the attainment of national objectives.
All heads of departments, chiefs of bureaus and offices, including various regional offices, as well as government-owned and controlled corporations and local governments, are hereby authorized to send their respective budget and fiscal officers who are PAGBA members and other employees involved in budget and fiscal administration to the convention-seminar on official time with expenses for transportation, subsistence, and lodging as well as seminar foes, all chargeable against the appropriations of their respective offices, subject to the availability of fund and the usual accounting and auditing requirements and as an exception to the provisions of Memorandum Circular No. 593,
The participants shall submit their respective office heads a report of their attendance in the convention-seminar within (30) days after the termination thereof.1aшphi1
