MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 815, March 26, 1975 ] REQUIRING ALL NATIONAL GOVERNMENTS OFFICIALS AND EMPLOYEES TO BE REGISTERED MEMBERS OF THEIR RESPECTIVE BARANGAYS. In accordance with the instructions of the President, all national government officials and employees, including those in the government-owned and/or controlled corporations, are hereby required to be registered members of their respective barangays not later than April 15, 1975. A registered member of the barangay shall attend the meetings and other activities of the barangay whenever necessary. All heads or government agencies, including government-owned and/or controlled corporations, shall submit to the Department of Local Government and Community Development, a status report on the implementation of this Circular.
