CONSTITUTING A NEGOTIATING PANEL FOR THE U.S. AGENCY FOR INTERNATIONAL DEVELOPMENT-PHILIPPINE THIRD RURAL ELECTRIFICATION LOAN.

A Negotiating Panel for the U.S. AID-Philippine Third Rural Electrification Loan designated as A.I.D. Loan No, 492-T-036 involving an amount not exceeding US$20 million is hereby constituted to be composed as follows:

1. Mr. Bienvenido Villavicencio Director External Assistance Staff National Economic & Development Authority	Chairman
2. Mr. Roberto de Ocampo Deputy Administrator National Electrification Administration	Member
3. Mr. Victor Macalincag Head of Planning Service Department of Finance	Member
4. Mr. Guillermo V. Soliven Director, Management for External Debt & Investment Account Central Bank of the Philippines	Member
5. Mr. Arthur M. Alvendia Director, Policy Analysis & Research Office Development Management Staff Office of the President	Member

The Panel is hereby authorized to negotiate and discuss with its U.S. AID counterpart the terms and conditions of the rural electrification loan and to undertake all such necessary discussions/ actions relative thereto.1aшphi1
