[ Memorandum Circular No. 770, October 17, 1974 ]
AUTHORIZING AND URGING ATTENDANCE IN THE MINDANAO STATE UNIVERSITY SYMPOSIUM-WORKSHOP PROGRAM ON THE SOCIAL COMMUNITIES OF MINDANAO.
WHEREAS, it is a major objective of the Mindanao State University to promote the welfare of cultural communities in Mindanao and help hasten the economic growth of that region;
WHEREAS, to maximize development efforts in this region it is necessary for the country’s planners and implementors to understand and appreciate the individual traits of these various cultural communities;
WHEREAS, the Mindanao State University is sponsoring a symposium-workshop on the Social Communities of Mindanao, designed to provide this understanding and appreciation;
WHEREFORE, all departments, bureaus, agencies, offices and instrumentalities of Government, including government-owned and controlled corporations, the Armed Forces of the Philippines and local Government units, who are involved in the Mindanao development effort, are hereby authorized to send those of their employees based in Mindanao and/or directly involved in the development of this region to the Mindanao State University Symposium-Workshop Series on the Social Communities of Mindanao, on official time with expenses for transportation, subsistence and lodging as well as conference fees, all chargeable against the appropriations of their respective offices, in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973 as implemented by Commission on Audit General Circular No. 127 dated November 27, 1973, subject to availability of funds and the usual accounting and auditing requirements as an exemption to Memorandum Circular No. 593, S-1972, and Memorandum Circular No. 720, S-1974, of this Office.⚖ - ℒαɯρhi৷
The management of private entities likewise involved in the development of Mindanao are encouraged and enjoined to avail of the HSU Symposium-Workshop Program, by allowing their personnel to attend such training on official time, as part of their personnel training program.
This Circular takes effect immediately.
