MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Circular No. 758-A, August 16, 1974 ] EXCUSING FROM OFFICE GOVERNMENT PERSONNEL IN THE GREATER MANILA AREA AT 4:00 P.M., AUGUST 16, 1974. Due to inclement weather characterized by continuously rising floodwaters, chiefs of government offices within the Greater Manila Area are hereby given the discretion to excuse from work their respective employees at 4:00 o’clock this afternoon.
