[ Memorandum Circular No. 754, July 31, 1974 ]

AUTHORIZING ATTENDANCE IN THE CONFERENCE-SEMINAR FOR GOVERNMENT RECORDS OFFICERS TO BE CONDUCTED BY THE PHILIPPINE RECORDS MANAGEMENT ASSOCIATION IN THE GREATER MANILA AREA ON SEPTEMBER 17-20, 1974.

The Philippine Records Management Association, Inc. has scheduled the holding of a conference-seminar for Government Records Officers in the Greater Manila area on September 17 to 20, 1974, on the theme: “The Government Records Officers and the Challenge of Change for Better Public Service Thru Improved Records Management Under the New Society.”

The conference-seminar will underscore the responsibility of both top management and Government Records Officers in rendering public service through improved records management, with emphasis on the proper upkeep and maintenance, as well as the protection of vital documents; and in the speed-up of the disposal of unnecessary records.⚖ - ℒαɯρhi৷

In view hereof, authority is hereby granted to all government departments, bureaus, offices and agencies both national and local including government-owned or controlled corporations, to send not more than three (3) participants in the said conference-seminar, who are members of the PRMA, with expenses for transportation, subsistence and lodging, and conference fees, all chargeable against the appropriation of their respective agencies in accordance with the provisions of Presidential Decree No. 344 dated November 26, 1973, as implemented by Commission on Audit (COA) General Circular No. 127, series of 1973, subject to the availability of funds and the usual accounting and auditing requirements; and as an exception to the provisions of Memorandum Circular No. 593, series of 1972.

It is understood, however, that participants who are residing or who are stationed within the Greater Manila area shall be entitled to reasonable expenses for transportation and conference fees only.

The participants in this conference-seminar shall submit to their respective agency heads a written report on their attendance and participation therein within thirty (30) days after the termination thereof.

This Circular takes effect immediately.
